Cypress is not a city. It is unincorporated Harris County, inside Houston's extra-territorial area. There is no city building department here. Some jobs, like additions, new slabs, driveways, and work in a floodplain, need a Harris County permit. Most interior remodels do not. A fence outside the flood hazard area needs no county permit at all.
The neighborhoods went up in waves. Copperfield sold its first homes around 1979. Fairfield started in 1988 and kept building into the 2000s. Coles Crossing followed in the late 1990s. Bridgeland has been selling homes since 2006, and Towne Lake started in 2007. The oldest homes now need roof repair and updated baths. The newer ones often need drainage fixes and fences.

On May 16, 2024, a derecho sent two EF1 tornadoes through southern Cypress. NOAA also logged 1.5-inch hail in Cypress in December 2024. Storms like these loosen shingles and knock down fence sections.
Fairfield's first homes are now more than 35 years old, and Copperfield's are older still. Many first roofs in these sections have been replaced once or are due for a close look.
