George Mitchell's company opened The Woodlands on October 19, 1974, with Grogan's Mill as the first Village. Today there are nine Villages on about 28,500 acres. The Woodlands is not a city. It is an unincorporated township in Montgomery County, and Creekside Park, the newest Village, is in Harris County.
The Township's recorded covenants set the rules for your home. Roof replacements, repaints, additions, patios, and fence work over 8 feet need written approval first. Your Village's design review committee or Township staff reviews it, and they have up to 45 days to act. Removing any tree more than 6 inches across also needs approval. Tree Rules
Any living tree more than 6 inches across, measured 2 feet above the ground, needs approval before it comes out. During construction, fencing must cover at least 75 percent of each tree's drip line.
Pines Over Your Roof
Pine needles fill gutters and hold moisture on shaded roof slopes. That leads to overflow, fascia rot, and algae. We check gutters and the roof edge on every roof call.
Muted Colors and Materials

01Do I need Township approval for a new roof or fence?
Yes for a roof replacement and for most fence work. Fence repair over 8 linear feet, or any change to a gate, needs written approval. Your Village's design review committee or Township staff reviews the application. We help you put it together before work starts.
02How long does Township approval take?
The committees have up to 45 days to act on a complete application. If they do not act in that time, it counts as denied, so submit early and make sure the application is complete.
03Can I remove a tree that hangs over my roof?
Any living tree more than 6 inches across, measured 2 feet above the ground, needs written approval to remove. Trimming is often the better first step. We can talk through options.
04Do I need a county permit too?
Sometimes. Montgomery County needs no permit for a reroof or an interior remodel on public water and sewer, but it does for additions and new structures. Creekside Park is in Harris County, which has its own rules.
05What paint colors are allowed?
The covenants call for muted colors that blend with nature, and gloss paint is not allowed. Some lots have extra criteria. Check with the Township, and we will help you pick from colors that fit.
